FECA includes all internal spaces that are protected from the weather—such as offices, rooms, corridors, storage areas, amenities, plant rooms, basements, and service spaces—measured to the internal face of the external walls. It excludes open or semi-open areas like balconies, verandas, carports, or covered walkways.

In practice, FECA is used for asset valuation, facility management, space planning, and benchmarking building efficiency. It essentially represents the true usable internal area of a building, capturing every enclosed and roofed part of the structure.
