It refers to any plan, specification, or report that is prepared for building work in a Class 2 (multi-unit residential) or mixed-use building—and that relates to key building elements like structure, waterproofing, fire safety, or services.

These designs must be declared compliant with the Building Code of Australia and lodged on the NSW Planning Portal before construction begins. Only registered practitioners can prepare and declare regulated designs. This process ensures greater accountability, transparency, and quality control, reducing the risk of defects and restoring trust in the construction industry.
