What Does Deemed-to-Satisfy (DTS) mean?

Deemed-to-Satisfy (DTS) refers to a set of prescribed solutions within the National Construction Code (NCC) that, if followed, are automatically considered to meet the required performance standards for building compliance.

Deemed-to-Satisfy (DTS) refers to a set of prescribed solutions within the National Construction Code (NCC) that, if followed, are automatically considered to meet the required performance standards for building compliance. In other words, DTS provisions are the “default” or “straightforward” pathway to compliance—covering things like fire resistance levels, exit widths, or ventilation requirements—because they have already been tested and accepted by regulators.

If a building design complies with DTS, no further justification is needed. However, if a project cannot meet DTS provisions (for example, due to unique design or complex features), a Performance Solution such as a Fire Engineering Report may be required to demonstrate that the building still achieves the necessary safety outcomes.
